Does it make sense to transfer transport-related responsibilities of the local authorities to private companies as part of a Public Private Partnership?

We would like to illustrate the BELLIS model on the following pages. In 2006, Siemens founded BELLIS, together with the local energy provider BS|ENERGY, to take over the transport operations and area of urban lighting in Braunschweig. The BELLIS model has proved extremely successful.

Siemens is thus offering the BELLIS operator model to other interested local authorities as a well-proven outsourcing model.
